Performance expectations for egress

Discuss the key expectations of legislation and codes regarding egress from buildings.  This may draw on relevant NCC performance requirements.

Discuss how compliant egress can be one of the most effective and cost-effective forms of fire safety and basic human behaviour / occupant characteristics factors.

Note that emergency management planning compliments any egress provisions however, this event is only focussed on providing knowledge regarding the different building components and designs that relate to egress and what assessors should consider when determining EP&A Reg Part 9 Division 7 compliance.

Discuss the following including; compliant and non-compliant examples; the differences between these terms and how you determine where these elements exist in a building:

  • Exit
  • Required Exit
  • Path of travel to exit
  • Horizontal Exit
  • Fire isolated exit/passage/ramp
  • EP&A Reg Part 9 definition of “fire exit” & “fire isolated”

Discuss the following including compliant and non-compliant examples:

  • Swing direction
  • Sliding doors
  • Operation of latch / door hardware
  • Integration with other systems (hold open)
  • Integration with security

What must be inspected by a Competent Fire Safety Practitioner to determine EP&A Reg Part 9 Division 7 compliance is being achieved

  • Provide basic overview of Division ,7 and also how this relates to Fire Safety Statements required to be made by the owner/agent.
  • Include discussion regarding penalties and how to act when non-compliance is identified

  • When must a Fire Safety Notice be installed
  • What are the requirements regarding the wording of the Notice
  • What is the intent of the Fire Safety Notice
  • What constitutes “in a conspicuous position adjacent to a doorway”
  • What is the history / linkage to the form prescribed under the Local Government Act 1919 or the Local Government Act 1993.

EP&A Reg Part 9 Division 7 – Fire exits

Discuss the expectations to avoid:

  • Impeding free passage
  • Not interfering, obstructing or causing impediment to operation of doors providing access to a stairway, passageway or ramp serving or forming part of a buildings fire exit

Discuss:

  • Not interfere, cause obstruction or impediment to the operation of doors forming part of a buildings’ fire exit or in the path of travel to a buildings’ fire exit, or paths of travel themselves– Provide compliant and non-compliant examples
  • What would be examples of a lawful excuse
