Kathryn KinnearBio Diverse Solutions

Environmental and Bushfire Consultant, Director

Kathryn has been in the Environmental and Bushfire Planning discipline for 25 years.  In 2009 Kathryn established Bio Diverse Solutions as an Environmental Management and Bushfire Consultancy to solve problems, provide operational outcomes for clients and quality consultancy services across regional WA. Her work has been from north to Kalbarri and the wider Murchison, west to Windy harbour/Bunbury, east to Esperance. Kathryn combines her passion for sustainable environmental outcomes in the bushfire discipline to ensure we are protecting the environment as well as reducing bushfire risks.

Daniel Panickar - Eco Logical Australia

Manager and Bushfire Lead - WA

Daniel is an experienced environmental and bushfire consultant with over eight years’ experience in the consulting industry.  Initially trained as an ecologist and environmental planner, Daniel has gained invaluable experience in fire ecology, flora and fauna surveys and environmental approvals.  Since being involved in the industry, Daniel's skills have diversified to include bushfire management planning and team management and he has held senior roles including lead ecologist and lead bushfire consultant.  Daniel currently manages ELA’s Western Australian operations. 

Daniel has worked on over 500 bushfire management projects across Australia and is an accredited Level 2 Bushfire Planning and Design (BPAD) practitioner with experience in Bushfire Attack Level (BAL) assessments, preparation of Bushfire Management Plans, Bushfire Emergency Evacuation Plans, Bushfire Risk Assessments and providing expert advice at Joint Development Assessment Panel (JDAP) meetings and State Administrative Tribunal (SAT) hearings. 

Daniel’s experience in environmental approvals and bushfire planning, particularly in the land development and infrastructure sectors allow him to provide accurate, pragmatic advice regarding opportunities and constraints, and develop innovative solutions to facilitate development in potentially problematic areas.  This experience has been acknowledged through Daniel’s membership on the Fire Protection Association Australia (FPAA) WA Bushfire Working Group and the Urban Development Institute of Australia (UDIA) Outlook Committee as well as previous role on the National Environmental Law Association (NELA) WA State Committee.  

Angus Money - Shire of Mundaring

Town Planner

Angus is a town planner with over 17 years’ experience spanning private, state and local sectors. During his 7 years as Manager of Planning and Environment at the Shire of Mundaring, he has lead a team facing significant challenges in managing bushfire risk across both planning and environmental management functions. Angus has been actively involved in shaping and interpreting bushfire planning policy in WA and can share direct experience from a local government perspective.

Chris Wyborn - Fire Protection Association Australia (FPA Australia)

General Manager Education and Bushfire Services

Chris joined FPA Australia in 2011 as a senior technical officer with responsibility for bushfire.  He was appointed Engagement and Education Manager in 2014 and more recently was appointed to the role of General Manager Education and Bushfire Services.

Chris has responsibility for managing the Association’s activities related to training and education for all facets of fire protection as well as developing and implementing the Association’s bushfire initiatives.  These include the delivery of bushfire training courses, supporting government and key stakeholders with the development of legislation, policies and guidelines and providing an accreditation program for bushfire professionals.

Chris has extensive experience in a range of bushfire related fields ranging from building and planning, community education, fire fighting and fire behaviour training.  Prior to joining FPA, Chris was employed in various roles with the Country Fire Authority (CFA) in Victoria.  These roles included managing a team responsible for developing and implementing bushfire safety programs including building and planning approval for development in bushfire prone areas.

During the catastrophic Black Saturday bushfires in Victoria in 2009, Chris was heavily involved in the emergency response including firefighting, incident management and recovery operations.  Following the fires, Chris was responsible for implementing and guiding numerous community safety programs including contributing to the Royal Commission and the development of AS3959.  Chris has post-graduate qualifications in bushfire protection and fire engineering and has 25 years’ experience as a fire-fighter.


Maria KornakovaFire Protection Association Australia (FPA Australia)

Bushfire Services Coordinator

Dr Maria Kornakova is a Bushfire Services Coordinator at the FPA Australia. Maria successfully completed PhD at the University of Melbourne and postdoctoral fellowship at the University of Melbourne and Massey University, NZ. The key focus of her research and professional interest is bushfire risk reduction practices through building, planning and architecture. Maria transferred to the industry to practically apply skills and knowledge gained over the years of her academic career and joined FPA Australia in December 2018.

Paul Simpson - Office of Bushfire Risk Management, Dept. of Fire & Emergency Services

Principal Officer

Paul Simpson is the Principal Policy Officer at the Office of Bushfire Risk Management within the Department of Fire and Emergency Services. Paul works in the Policy team whose role is to develop bushfire risk management policies and strategies that are applicable at State, Regional and Local levels. Paul will speak about the current review into the Map of Bushfire Prone Areas.

Loretta van Gasselt - Land Use Planning Policy Team, Dept. of Planning Lands & Heritage

Planning Manager

Loretta van Gasselt is the Planning Manager of Land Use Planning Policy teams at the Department of Planning Lands and Heritage.  One of the teams Loretta manages is the Bushfire Policy Team whose role is to provide advice on policy implementation and review and develop new land use planning policy to guide development in bushfire prone areas across the state. Loretta will speak about the current review of the bushfire planning policy framework.

Lina Ramlee  - Dept. of Water & Environmental Regulation

Environmental Officer

Lina is an experienced environmental officer working in the Native Vegetation Regulation branch of the Department of Water and Environmental Regulation. Lina undertakes assessments of Native Vegetation Clearing Permit applications and is well versed with the provisions of the Environmental Protection Act 1986 and the Environmental Protection (Clearing of Native Vegetation) Regulations 2004. Lina also has over six years’ experience in the consulting industry, assisting clients in environmental approvals in the land development, infrastructure and mining sectors.

Lina will speak about the exemptions applicable to bushfire management under Schedule 6 of the EP Act and the Regulations.

Caron Robertson  - Dept. of Water & Environmental Regulation

Senior Environmental Officer

Caron Robertson studied a Bachelor of Science in Conservation Biology and Environmental Restoration before commencing with the Department of Water and Environmental Regulations predecessor in 2007. Mrs Robertson has worked for Native Vegetation Regulation on and off for 12 years with stints with the Roadside Conservation Committee, Air Quality, Policy and Enforcement.

Mrs Robertson published the Fire Management in Road Reserves Guideline, a Roadside Conservation Committee Publication, in conjunction with the Department of Fire and Emergency Services and has in depth knowledge of the integration of fire management with the Environmental Protection Act 1986.
