David is an accredited certifier (unrestricted) in NSW, ACT and QLD, and also serves on the Board of the Association of Accredited Certifiers (AAC). As a practicing certifier, David offers a new dimension of input and experience to the Board and assist with its continued strategic growth and industry recognition.

  


Matt Shonk

Superintendent of Community Safety, ACT Fire & Rescue

Presenting in ACT

Born in Grafton, NSW, Matt moved to the ACT as a young child and has been a proud Canberran ever since. Joining the then ACT Fire Brigade in 1997 from a previous career as a carpenter and builder, he performed his duties at all stations within the Territory building a skills base focused on technical rescue.

Promotions to Station Officer in 2006 and then Commander in 2016 saw Matt attend over 1400 operational incidents as IC, serve as an instructor in the training section, and lead the Fire Safety and Risk & Planning sections. Recent achievements in these areas include managing the fallout of the Grenfell fire tragedy and success in realising legislative change to ensure a safer built environment in the Territory.

Along the way Matt has attained Graduate Certificates in Fire Engineering from WSU, Applied Management from AIPM, Level 3 Incident Controller certification and is currently serving as Superintendent of Community Safety.

Justin Reis

Acting Director of Strategic Policy (QBCC) Team, Department of Housing & Public Works

Presenting in QLD

Justin Reis has been the Acting Director of the Strategic Policy (QBCC) team within the Department of Housing and Public Works for the past 12 months. He has been a leader in the rollout of various Queensland Building Plan initiatives including Security of Payment. Prior to that, Justin held various Queensland Government positions dealing with building, plumbing, sustainability, development assessment etc. Justin holds tertiary qualifications in law and town planning.

Laura Hattin

A/Manager QLD Building Plan Implementation Team, QBCC

Presenting in QLD

Laura has a background in Federal and State Government and has been working with the QBCC for the last 3 years.  She has a detailed knowledge of the Adjudication process and has helped prepare the QBCC and industry for commencement of new laws under the QLD Building Plan since it was introduced

Graham Close

Senior Regulatory Officer, Consumer and Business Services

Presenting in SA

Graham Close is the Senior Regulatory Officer in Consumer and Business Services who deals with policy issues relating to the building industry.  He has worked in consumer protection and policy roles for over 30 years, including managing occupational licensing and corporate affairs for the South Australian Government

  


Andrew McGuiness

Manager for Building Safety, Tasmanian Fire Service

Presenting in Tasmania

Andrew McGuinness commenced as the Manager for Building Safety with the Tasmania Fire Service in March 2019. As Manager, Building Safety he is responsible for the leadership, management and administration of the TFS Building Safety Unit and has a small but dedicated team of Consultants, Station Officers and Audit and Compliance Officers that provide an outstanding service to the Community and Firefighters. The Unit works for and on behalf of the Chief Officer maintaining the statutory responsibilities in relation to the Building Act 2016 (Tasmania) and the General Fire Regulations 2010

(Tasmania). The Unit works out of the three Tasmanian Regions to ensure the provision of services.

  


Paul Waterhouse

NSW State Manager, FPA Australia

Paul Waterhouse is the new State Manager – NSW for Fire Protection Association Australia, commencing in October, 2018.  

In a career spanning more than twenty years in advocacy and public policy, he has covered issues as diverse as cities, planning and development assessment reform, disability access, building regulation, risk, counter-terrorism, sustainability, transport safety, manufacturing, energy, police policy, and property law.  

As State Manager, Paul will be working to implement the Association’s policy agenda and to improve member engagement, both within NSW and the ACT and more broadly across the country.
